JUST IN: Whitehouse ISD Board Faces Chapter 87 Petition Seeking Immediate Removal

WHITEHOUSE, Texas (TXAN 24) — A group of Whitehouse ISD parents has filed a formal petition seeking the immediate removal of several school board members, citing claims of misconduct and failure to protect students.
The petition, filed electronically on May 12, 2025, in Smith County District Court under Cause No. 25-1281-B, invokes Chapter 87 of the Texas Local Government Code, which allows for the removal of public officials for “incompetency, official misconduct, or intoxication.”
Named as plaintiffs are Joshua Claxton, Miranda Wilt, Mary O’Neill, James and Leslie Fontenot, and Robbin Clark—each representing themselves and their minor children. They allege that the Whitehouse ISD board has failed in its duty to provide a safe and legally compliant educational environment, resulting in “substantial harm” to their children.
Defendants include the school district itself along with School Board President Todd Raabe and board members Al Flanagan, Holly Conaway, Maegan Schneider, Keidric Trimble, Dr. Joe Conflitti, and Nick Moss. All are named both individually and in their official capacities.
The filing states that both the actions and inactions of board members contributed to ongoing issues within the district.
