HARRIS COUNTY, Texas (TXAN 24) — TXAN 24 News has obtained alarming documents and sworn statements from child safety advocate Morgan Collier, raising urgent concerns about a reported threat to the lives of two Harris County girls.
According to the advocate’s formal complaint, the girls’ father, Omar Warrad, has allegedly verbalized a plan to abduct his daughters and take them to Jordan, where he claims he would commit what he called an “honor killing.” These statements were reportedly made in violation of existing court orders requiring the girls’ presence with their mother, Stephanie Dogan, during a designated possession period beginning June 16, 2025.
The warning was sent to multiple law enforcement officials, attorneys, and school administrators on Thursday. Collier — co-founder of the group Accountability Matters PMA — asserts that failing to intervene would constitute a willful violation of agency policies and a breach of constitutional duty.
Honor-based crimes remain a disturbing reality in parts of the world, with over half of crimes against women in Jordan reportedly falling into that category.
These so-called “honor killings” — where male relatives murder female family members over perceived shame — often carry shockingly light sentences averaging just seven to eight months, despite the severity of the violence and the irreversible loss of life.
The documents call for an Emergency Temporary Restraining Order to block any attempt to remove the girls from U.S. jurisdiction.
TXAN 24 News is continuing to follow this case and will provide updates as developments occur.
