Texas AG Now Involved as Rusk’s Missing Audit Triggers State Scrutiny

RUSK, Texas (TXAN 24) — The fallout from TXAN 24 News’ recent investigation into City of Rusk finances continues to grow — and so does the list of unanswered questions inside City Hall.
Since publication, our newsroom has been flooded with tips from residents and insiders describing what they call a city government in disarray.
At the center of the storm: a missing annual financial audit and allegations that Rusk illegally set its tax rate without the audit required by law.
During last Thursday’s city council meeting, City Manager Bob Goldsberry reportedly warned council members that the Texas Attorney General’s Office may take enforcement action against the city.
City hall sources say Goldsberry was recently contacted by the AG’s office and questioned about the failure to complete the audit. He was allegedly informed an enforcement letter is forthcoming.
According to multiple sources, the audit breakdown traces back to a botched records-system transition initiated under former City Manager Amanda Hill.
The city switched vendors without funding a full data transfer, leaving critical financial, court, and billing records incomplete or inaccessible.
Goldsberry has previously acknowledged the city cannot find an accounting firm willing to conduct an audit under those conditions.
Insiders say the effects have been severe — delayed utility bills, municipal court data issues, staff frustration, and growing tension between city leadership and department heads.
Sources also confirm multiple closed-door executive sessions where Goldsberry’s job performance and future with the city were discussed, with some council members reportedly pushing for new leadership.
Despite assurances from City Hall that the city is “not broke” sources describe a workforce stretched thin, demoralized, and increasingly vocal.
As scrutiny intensifies, many residents are now calling for state or federal oversight to step in and restore accountability.
