RUSK, Texas (TXAN 24) — Questions about accountability and leadership are mounting in Rusk as residents raise concerns about the interim city manager, the council’s oversight efforts and an upcoming special meeting scheduled to address personnel matters.

According to allegations submitted by concerned residents, City Secretary and Interim City Manager Victoria Minton left a recent council meeting approximately 1 hour and 15 minutes after it began, before an independent CPA firm presented its report. The account alleges that an employee later searched for Minton after she failed to return. The circumstances surrounding her departure have not been independently verified.

Residents also allege that Minton has exceeded her authority by approving raises without council permission and question a reported $5,000 spending limit requiring council approval for certain expenditures, excluding utilities.

The council’s upcoming agenda reportedly includes an action item concerning Minton’s discipline. Critics argue that the wording is too vague to provide residents with a clear understanding of what consequences, if any, council members are considering.

Another concern involves the independent CPA firm hired by the council to provide financial oversight. Residents fear disagreements over the firm’s reporting structure could jeopardize its continued involvement. The firm’s position and the city administration’s response have not been independently confirmed.

Residents are also questioning the leadership of Mayor Pro Tem Martha Neeley and council representatives, including District 1 representative Beindorf and District 5 representative Yash Asara, over their handling of the dispute.

The controversy follows the reported resignation of council member Middlebrooks last Friday, adding to concerns about the city’s leadership and direction.

TXAN 24 News has not independently verified the allegations or obtained responses from the individuals named. The city’s position on the CPA firm, spending restrictions and potential disciplinary action remains unclear.

Residents are seeking transparency, accountability and assurances that Rusk’s financial oversight and municipal services will remain protected.
