Rusk Partners with LION Institute to Strengthen Police Leadership and Culture

RUSK, Texas (TXAN 24) — The City of Rusk is launching a new initiative aimed at strengthening leadership, culture, and long-term stability within the Rusk Police Department through a partnership with the LION Organizational Development Institute.


City leaders say the collaboration will focus on organizational assessment, leadership development, and officer well-being. LION is known nationally for working with public safety agencies and municipalities to build resilient leadership teams and foster psychologically safe workplaces.


At the center of the effort is Managing Principal Mike Alexander, who brings more than four decades of experience in law enforcement and organizational coaching. Alexander has previously served in senior municipal policing roles and has guided departments through leadership transitions and cultural restructuring efforts.


City Manager Bob Goldsberry called the move “an important step forward,” emphasizing the city’s commitment to long-term officer support and a strong organizational foundation.


The initiative will also help guide the process of identifying and supporting the placement of a permanent police chief — a move city officials say underscores their dedication to stability in public safety leadership.


City Secretary and HR Director Victoria Minton described the partnership as a strategic investment designed to build trust, improve communication, and strengthen the department from within.


City officials are encouraging residents to support the effort as the department works toward continued growth and excellence in serving the Rusk community.
