RUSK, Texas (TXAN 24) — Questions are growing in the City of Rusk following the placement of the city’s police chief on paid leave for the second time this year, a move that comes amid unresolved financial oversight issues, a reported budget deficit, and an active missing persons investigation drawing increasing public attention.


The police chief was placed on paid leave in recent weeks, reportedly tied to an email sent approximately seven months ago referencing post-traumatic stress disorder.


City officials have not publicly explained why action was taken months after the email or what circumstances prompted the decision at this time.


During the chief’s absence, the city manager has been described by officials as serving in an “acting” leadership role over the police department.


Under Texas law, individuals exercising command authority over sworn officers are generally required to hold an active Texas Commission on Law Enforcement (TCOLE) license.

It remains unclear whether the city manager is TCOLE-certified or what level of authority he is currently exercising.


The situation is further complicated by the city’s financial condition.


Records indicate Rusk is operating at a deficit and failed to complete a required municipal audit last year.


With the current fiscal year nearing its end, it is uncertain whether this year’s audit will be completed on time.


These developments coincide with an active missing persons investigation, heightening concerns over leadership stability, legal authority, and public confidence.


City officials have not released detailed explanations addressing these overlapping issues.
