Should Texas Require More Privacy for Baby-Changing Tables?

TYLER, Texas (TXAN 24) — A growing online movement is raising questions about whether Texas should update standards for baby-changing stations in public restrooms, with some parents arguing current setups fail to provide children with basic privacy and safety.

Krista Nicholls, creator of the petition campaign “Give Babies Privacy,” is calling for stronger awareness and potential legal changes regarding where changing tables are placed in public bathrooms.

The petition argues that many baby-changing stations are either completely unavailable or installed in highly visible areas, such as directly near restroom entrances or in open common areas instead of inside stalls.

Nicholls says babies deserve the same level of dignity and privacy afforded to older children and adults, particularly during diaper changes.

The issue also highlights a broader accessibility concern. While federal standards address factors such as accessibility height requirements and equal accommodations in men’s restrooms, there are currently no universal laws requiring all family-oriented businesses or public spaces to provide changing tables.

Parents have long voiced frustrations about the lack of baby-changing accommodations at restaurants, parks, medical offices, and retail locations across Texas. Advocates say privacy-centered placement could become an important part of future discussions surrounding family restroom design.

Supporters of the campaign also point to growing concerns over hidden recording devices and child safety in public spaces as another reason for reform.
